1972. Dr Kurt Weithaler (Austria), a senior WHO medical officer, was appointed as the 'responsible executive authority' at the request of the Ethiopian government because of a shortage of trained national personnel. Dr Weithaler acted in this capacity (a highly unusual assignment for WHO personnel) from 1970-76. Dr Weithaler had served on the health minister's advisory board, and was widely known and respected.
